
Regulation
It refers to all the text (Directives,
laws, decrees...) elaborated by the legislators (European
or national) to assure environmental protection.
Their application is compulsory and every offender exposes himself to penalties.
We can distinguish two types of text:
- Those dealing with the management and the
protection of the natural surrounding (fauna, flora...)
- Those relative to the human activity: plants,
water, air, waste, noises, etc.
It is the second typology, which interests
the companies more.
One observes a certain evolution in the
regulation approach of the legislators. It appears through the target aimed
by the texts:
- Text about nuisances due to the production
stage or to the plant pollution installations
- Text concerning the treatment and the reduction
of waste,
- Text focused on the implementation of ecodesign.
So, the decree n°98-638 of 20/07/1998, which is the transposition
of the directive 94 / 62 / CE of 20/12/1994 in French law, is entitled
" Taking into account requirements linked to the environment when designing
and manufacturing packaging ". There are also European directive proposals,
one is called End of Life Vehicle, and the second one is the Directive on
waste from electrical and electronic equipment.
